Return 200 status codes for all urls accessed on a domain

This is a bit of a random question, but we have some smart techy people here so I thought it might be a good place to ask.

Without going into too much detail on the reasons why I want to do it, I want to return a 200 status code for any URL that someone loads on a website but without knowing what those URLs would be. Is this possible?

I am aware that this is a bit of a weird request, but there is something I want to test.

Could you achieve what you want by using mod_rewrite/.htaccess?

As above, htaccess ErrorDocument 404 file.php

Then have file.php return using https://www.php.net/manual/en/function.http-response-code.php or header perhaps?

That rough plan would be something I would test out first, it would not capture all urls but all that were not found etc.

Oh so just use a 404 file to return a 200 status code?
