IMHO, as soon as someone other than the OP has replied to a thread, only @adm should be able to edit the thread title. As I recall, the original title was a perfectly legitimate question, so I don't see why it's been changed.

Getting the thread back on track, I see that twitter.uk now has the same thin content as msn.uk. Mainly a link to british.co.uk, which seems to be some sort of search engine, but also (shock!) a link to "Contact us about twitter.uk". I wonder what that could be used for...
 
British.co.uk is a broker, not a search engine. Though tries to make its landing pages appear as thin as it can, due to legal reasons probably.

But I agree @Jeff, perhaps it should be something you have to ask @adm for under special circumstances (ie. if you sold a domain name and buyer wanted to remove the domain name from the title due to DRS issues).
